What is the difference between a recall and a market withdrawal? ›

A drug recall occurs when a medication is removed from the market because the medication is deemed to be defective or possibly harmful. A market withdrawal occurs when a product has a minor violation that would not be subject to FDA legal action. The company removes the product from the market or corrects the problem.

Class I recalls are for those products that could cause serious injury or death. Class II recalls are for products which could cause serious injury or temporary illness. Class III recalls are for products that are unlikely to cause injury or illness, but that violate FDA regulations.
