The owner picked up Bolt on October 22, 2013 at approximately 5:30 pm and was instructed to keep Bolt’s bandage on and to bring him in for a follow up appointment the next week. Bolt was discharged with an Elizabethan collar and prescribed medications. The owners were compliant with the postoperative care instructions, but Bolt had complications resulting in return to the clinic on repeated occasions and hospitalization October 28 through November 3. On November 4, Respondent informed the owner that Bolt had chewed at his paw so Respondent had sutured the Elizabethan collar to his neck. At approximately 7:40 pm that day, the owners picked up Bolt, noticed that his paw was completely gone and that bone was visible. They presented him immediately to a 24-hour emergency clinic where Bolt was found to be in extreme pain.
